Why 720x480 padded Top,Bottom: 24 if NTSC is selected

My DivX file is 720x480. That is a standart aspect ratio for NTSC. By converting it to NTSC I got a padded image - top 24, bottom 24, of the same size 720x480. Why it happened. Fullscreen (4:3) NTSC is 640x480 720x480 is NTSC digital Video resolution for Mpeg2 (DVD) and DV (camcorder) CxD see 720x480 (4.5:3) as unknow ratio and padding to fit to closes ratio (4:3)

All what I want is to grab a home video from DVD which is 720x480, edit it in VirtualDubMod and burn it back to DVD. It looks a little bit strange that I need to convert 720x480 video into 640x480 only for CxD could convert it back into 720x480. Obviously, I will lose some quality in this double-resizing.

if you worry about quality. just saving as Divx you loss 15% of original quality already try save as Direct Stream Copy instead Full Processing Mode
