Can someone point me to a list of commands and what they do?
e.g. What does "LinkTailPGC" do?
e.g. What does "LinkTopProgram" do?

just download the help file from dimad-site.
you'll find an overview of VM commands in the appendix section.

(i donno the quality of the ebook, but the free description of commands on that site gives you a good idea!)

This site has a good book "Unofficial Guide to DVD", it will answer lots of questions about DVD structure. It is a good guide to understand DVD.
"Link Top Program" will start playing first program in the same title.
If it is a movie it will play from beginning.
"Link Tail PGC" is usualy a cell command and will go to Post command section of that PGC once cell associated with that command finish playing.

Go to this site and download a manual for DRM Pro.

Under Appendix - Virtual Machine commands, you will find all the info you need.
Jump will do exactly what it say. From any VTS it will go to WMG titles, in this case Title#3

ok. So I found title 3 in VTS 3.
And I have been reading the manual.
I can't find out what this command does:
Call "root" menu (resume cell 1)

I'm assuming that cell 1 is a cell somewhere in the VMG...?

Another way is to select any Jump/Call/Link/goto command and press Ctrl-Space (Open Destination) to see where it's going. This is one way of tracing the navigation.

It looks to me that you are trying to re author DVD and checking each command. It will be difficult unless you do some reading first. We all have been through this at the beginning, no shame.
This last command will get you to the root menu within same VTS if it is in Program PGC.
Since root menu is usualy main menu with all the options "Resume cell 1"
will open that menu.
Like toaddub say use "Open destination" once you type or highlight command and you will see where you will end up.
