From days long past:
There were tracks on the discs which were unknown to the general public. But were known to exist. Using multiple disc copy utilities never accessed those “hidden” tracks. So if the total tracks appeared to be say 480, tracks 481 and 482 also existed but none of the software reported it. None of those utilities accessed tracks 481 and 482.

Is the situation similar today?
