Illegal Disc Error

I have a PIONEER DVD-RW DVR-109 and a _NEC DVD_RW ND-1300A and both drives are giving me an illegal disc error. I have tried switching discs and that does not work. Could this be a problem with my firmware or hardware?? I am pretty new to this and any help would be much appreciated.
